Position Description

The City of Fresno is searching for an experienced, service-oriented, dedicated, and responsive individual to join our team in the Payroll unit of the Finance Department as a Payroll Accountant. The selected incumbent should possess strong leadership skills and the interest, drive, and ability to operate efficiently within a fast-paced environment.

A Payroll Accountant (Limited) performs a variety of advanced professional and confidential accounting work under limited direction to carry out complex confidential accounting and auditing assignments. The incumbent leads and participates in the preparation of a variety of accounting reports and assists in the preparation, organization, and management of City-wide centralized payroll including processing the bi-weekly and special pay run.

Conducts advance and complex professional analytical work related to but not limited to:
Review monthly, bi-weekly, and annual leave accruals reports to ensure accuracy.
Review benefit enrollment report to ensure new hire, promotions, and transfer setups have appropriate benefit plans being deducted.
Maintain deferred compensation plan maximums and serve as liaison between employees and Fidelity regarding issues concerning deferred compensation.
Lead or supervise bi-weekly processing. Reviews work of Accountant-Auditor and Senior Account Clerk.
Review bi-weekly benefits setup prior to payroll processing, and other various complex payroll duties.
Conduct training with departments on new payroll policy and regulations.
Prepares and provides analysis of payroll costs, attendance, and overtime expenses.
Prepares and analyzes data for use in labor negotiations and serves as a member of the City's bargaining team.
Participates in the development, coordination, and implementation of payroll system enhancements as necessary; participates in coordinating the maintenance and documentation of payroll system data.
Participates in the compilation of data and reports to ensure compliance with the Transparency Act and other City policies, rules, and regulations.

Two vacancies currently exist in the Finance Department. One vacancy will be a limited role and the other vacancy will be permanent. These are unclassified positions in which the incumbent serves at the will of the Department Director.

The Requirements

The ideal candidate will possess the following:

Education: Graduation from an accredited college or university with a Bachelor's Degree in accounting, finance, public administration, business administration, or a closely related field;

AND Experience: Three (3) years of responsible payroll accounting experience.

Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.

The ideal candidate will also possess a thorough knowledge in payroll tax laws, processing quarterly payroll taxes and W2 reconciliations.

Additional Requirements

Eligibles certified for consideration for this position will be required to successfully pass a department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

Possession and continued maintenance of a valid California Driver's License is required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
