Performs routine professional level financial, budgetary and related accounting work including preparing financial reports, administering and maintaining a variety of accounts and financial records, and a variety of tasks related to assigned area of responsibility.


Financial Accountant I - This is the entry-level class in the Financial Accountant series. Initially under close supervision, incumbents perform the more routine accounting duties while learning City and departmental policies and procedures and become familiar with financial systems and practices. As experience is gained, duties become more diversified and are performed under more general supervision.

ESSENTIAL FUNCTIONS: (Duties may include, but are not limited to, the following)

  • Analyzes and prepares financial reports as requested.
  • Assists in maintaining a variety of accounts.
  • Prepare monthly, quarterly, and annual financial reports as assigned.
  • Prepare statistical financial reports and prepare necessary work papers.
  • Assists departments in the proper classification of revenues and expenditures.
  • Provides technical assistance in matters related to financial accounting and budget administration.
  • Assists in analyzing, monitoring, and preparing the annual operating and capital improvement budgets.
  • Prepares historical information, revenue projections and related information for internal use.
  • Assists with the evaluation of the needs of each department within the City and assists in establishing City wide priorities in regard to program funding.
  • Performs financial analysis, financial reporting, budget preparation and monitoring, grants analysis and general fixed assets functions and related activities.
  • Recommends modifications to financial, budget, fixed assets programs, policies and procedures as appropriate.
  • Reviews laws, regulations, and grant requirements and ensures compliance.
  • Assists with budget planning and administration, strategic planning, cost benefit analysis and compliance with fiscal and administrative guidelines.
  • Serves as a financial resource to management by providing information regarding a variety of accounts, revenues and expenditures.
  • Reviews accounting and financial documents to ensure accuracy of information and calculation and makes correcting entries; examines supporting documentation to establish proper authorization and conformance with contracts and other agreements, policies and appropriate regulations.
  • Prepares and maintains control and subsidiary accounting records; prepares trial balances and financial reports.
  • Complies and prepares journal entries and periodic reconciliations of general ledger, journal, and subsidiary accounts; makes correcting entries as required; compiles and prepares financial reports and supporting schedules and documentation.
  • Maintains financial records for various funding sources and prepares reports for the funding sources.
  • Performs special assignments as requested, to include researching and preparing reports and projects, presenting technical data to management, elected officials, and others.
  • Confers with upper management to keep them informed on key issues and progress toward objectives and to gain their support and approval; makes recommendations to assist management in making needed improvements.
  • Communicates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
  • Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Assists in training new and temporary employees.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of accounting and budgeting and implements those that assist in making the City's programs more efficient.
  • Performs other related duties as required.

Education and Experience :

Financial Accountant I:

  • Equivalent to a bachelor's degree in business, economics, finance or closely related field; and,
  • One year of increasingly responsible professional experience in accounting, auditing or budgeting depending upon area assigned. Experience in a public agency setting is desirable.

Equivalency: Five years of increasingly responsible professional experience in accounting, auditing or budgeting depending upon area assigned may be substituted for the bachelor's degree and the experience listed above.

Licenses and Certifications:

  • Must possess a valid state driver's license and maintain satisfactory motor vehicle record with the ability to obtain appropriate Nevada state driver's license within required time frame.


  • Fund accounting and governmental budgetary procedures.
  • Rules, regulations, policies, and procedures of the City Finance Department.
  • City organizational structure, overall operation, mission, and goals.
  • Public administration theory and practices.
  • Principles and practices of financial reporting.
  • Principles and procedures for financial record keeping and reporting.
  • Applicable, federal, state, and local laws and ordinances.
  • Principles and practices of budget development and administration.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.
  • Data sampling and statistical analysis techniques.
  • Computer hardware and software utilized by the Finance Department.


  • Preparing a variety of financial statements, reports and analyses.
  • Compiling and reviewing budget figures for completeness, accuracy and compliance with policies and procedures and compiling budget documents for distribution.
  • Interpreting, applying and explaining applicable laws, codes and regulations.
  • Preparing timely and accurate financial analyses.
  • Maintaining accurate financial, budgetary and cost control records and preparing accurate and timely reports.
  • Using initiative and independent judgment within established procedural guidelines.
  • Use of office equipment including personal computers.

Physical and Mental Abilities:

  • Prepare financial statements, reports and analyses.
  • Examine and verify a wide variety of financial documents and reports.
  • Understand and use automated financial management systems.
  • Assist with the preparation and monitoring of a comprehensive and complex budget.
  • Communicate clearly and effectively both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

While performing the essential functions of this job the employee is regularly required to work in a typical office environment, use standard office equipment, read printed material and a computer terminal/screen, and communicate in person and over the telephone and is frequently required to stand, walk, sit, use hands to finger, handle, or feel, climb or balance, talk and hear, and lift and/or move up to 25 pounds.

Working Conditions:

Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.

Regular and timely attendance is required.
