The Administrative Services Department is looking for an Accounting Specialist or Accounting Specialist Lead.

The Administrative Services Department (ASD) provides proactive financial and analytical support to City departments and decision-makers. ASD safeguards and facilitates the optimal use of City resources throughout the organization.

Accounting Specialist:
Under general direction, the Accounting Specialist performs fiscal-accounting clerical duties requiring frequent use of judgment in resolving problems, preparing financial reports and summaries, and independently completing work processes for discrete accounting functions.

Accounting Specialist Lead:
Under general supervision, the Accounting Specialist-Lead provides instruction and training to other City employees regarding various revenue collections, payroll, or general accounting functions; provides lead direction and coordinates office work assignments to assure timely and accurate processing of transactions. Assists supervisor on special projects as needed.

Depending upon assignment this position has lead responsibilities in one or more of the following areas: cash handling, performing audits at the City's cash handling facilities; accounts payable and receivable, general ledger input, report output, utilities and treasury accounting; and payroll functions including benefits, workers' compensation, P.E.R.S. and general liability insurance claims.

Depending on candidates qualifications, position may be filled as an Accounting Specialist ($35.04-$43.01) or Accounting Specialist Lead ($37.52-$46.06).

Essential Duties

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Accounting Specialist:

  • Computes data or figures using arithmetic operations including addition, subtraction, multiplication, division, percentages, and fractions with use of business machines.
  • Compiles, tabulates, verifies, interprets and adjusts data from a variety of source documents and arrays data in presentable or prescribed format
  • Checks data in documents against source materials for accuracy, and reconciles errors.
  • Records or posts information, data or figures, maintains a variety of manual and automated records.
  • Prepares batch-entry materials for automated data processing of accounting or payroll-related systems by coding worksheets according to established processes.

Accounting Specialist Lead:

  • Performs onsite audits and training at the City's cash handling facilities.
  • Performs audits of transient occupancy tax returns.
  • Represents the City in small claims court.
  • Performs bookkeeping activities associated with the Capital Improvement Fund, Debt Service Fund, and Special Assessment Districts.
  • Performs bookkeeping activities associated with payroll, benefits, workers' compensation, P.E.R.S. and general liability insurance claims.
  • Coordinates office work of control/accounting specialists to assure timely and accurate processing of revenue collections, payroll or general accounting functions.
  • Other duties as assigned

  • Assists supervisor on special projects as needed.
  • Interacts with public and/or employees in resolving sensitive problems or issues.
  • Types letters, memos and brief reports according to standard format.
  • Performs related duties and responsibilities as required.

Minimum Qualifications

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through:

Accounting Specialist:

  • Ability to use independent and sound judgment to resolve problems; communicate effectively and tactfully verbally and in writing; follow verbal or written instructions.
  • Ability to operate office machines; prepare, adjust, and close journal entries.
  • Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions.
  • Knowledge of basic arithmetic, bookkeeping, accounting principles and practices; banking procedures; ten-key, calculator or adding machines.
  • Ability to verify or post, compile, reconcile, balance, and interpret data.
  • Ability to operate office machines; prepare, adjust, and close journal entries.
  • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include sitting for extended periods of time and operating assigned office equipment.

Accounting Specialist Lead:

  • Graduation from high school or equivalent, with some college or business school preferred.
  • Two years of experience in a position involving cash handling, collections, general accounting and heavy public contact.
