Job Summary
The Accounting Officer Senior serves as an Fiscal Officer for all the Metro Region CareerForce locations managed by DEED Job Service division. The position is also a Accounting Officer when representing CareerForce with Administrative and Financial Services (AFS) and training other CareerForce procurement staff virtually statewide. This position is responsible for providing proactive and consultative strategic and analytical financial assistance to regional CareerForce Field managers and the Employment Services Director. The Accounting Officer prepares and provides training materials and serves as a primary source of information and providing guidance to other procurement team members and other staff.
This position also monitors and reconciles budgetary expenditures, validates purchase card logs, and other accounting functions as needed. Experience in generally accepted accounting principles (GAAP) is required for monthly financial reporting and invoicing.

Qualifications
Minimum Qualifications
To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and preferred qualification listed, including dates of employment.
Two (2) years* of experience in Accounting or Finance that includes work with tracking expenditures, purchasing, accounts receivable, accounts payable, service contracts, and financial statements.
*Bachelor's degree in Accounting may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience in:
- Using Microsoft Office products such as Word, Excel, and Outlook to create, edit, and enter data into spreadsheets, create excel formulas, draft business correspondence, and generate routine reports.
- Utilizing generally accepted accounting principles (GAAP) to analyze, understand and report on budget considerations, as well as solve problems as they arise.
Ability to:
- Establish and maintain working relationships with staff, customers, vendors, stakeholders, managers and leadership.
- Translate Accounting principles and processes into clear and understandable language.
Written and verbal communication skills to train other staff, answer questions, and provide accounting guidance.
Incumbents must maintain a valid driver's license, & insurance, OR have other reliable transportation.
Preferred Qualifications
- Bachelor's degree in Accounting.
- Experience in budget maintenance, grant and contract review, along with developing and implementing training materials.
- Experience using various accounting software such as StateWide Integrated Financial Tools (SWIFT).
- Knowledge of CareerForce Employment Services and programs including State and Federal programs such as Wagner-Peyser, Workforce Innovation Opportunity Act (WIOA), Dislocated Worker Program (DWP), Minnesota Family Investment Program (MFIP), Diversionary Work Program (DWP), and Supplemental Nutrition Assistance Program (SNAP) administrative contracts.
- Knowledge of State of Minnesota department policies and procedures.
- Skill in organization to manage workload, competing priorities and meet strict deadlines.
