General Purpose

Day-to-day management and supervision of the Accounting Division, including financial reporting, GASB compliance, arbitrage compliance, external and internal auditing, and budget analysis. Also coordinates and directs the internal audit function. Perform operational reviews, establish short and long-range division priorities, goals, and objectives. Coordinate and ensure completion of complex projects. Make strategic and policy level recommendations.

The salary range for this position is $108,700- $157,700 per year with a hiring range of $108,700 - $133,200, depending on qualifications and experience.

Management Level & Responsibilities

Manager

  • Provides direct supervision to professional, technical, and skilled employees to assure accountability to department and organizational goals and objectives.
  • Functions as advisor to department, sets goals and objectives for team members to achieve operational results.
  • Provides guidance, analyzes, and resolves department issues.
  • Interprets policies and exercises independent judgment and decision making within department.
  • Makes personnel decisions related to hiring, performance, or disciplinary actions.
  • Champions and embodies the City of Loveland's mission, vision, values, and culture.

Essential Functions

  • Ensure compliance of generally accepted accounting principles (GAAP) and governmental accounting principles and procedures.
  • Ensure compliance with state statutes and regulations, federal laws, and regulations that guide home-rule municipal financial operations.
  • Maintain current knowledge of City and state laws relating to internal financial compliance.
  • Prepare and supervise preparation of Annual Comprehensive Financial Report in compliance with Governmental Accounting, Auditing and Financial Reporting standards, and the Government Finance Officers Association excellence in financial reporting standards.
  • Analyze and monitor City funds.
  • Responsible for City debt and internal loan schedules and accruals.
  • Responsible for setting up new funds.
  • Develop and monitor internal audit programs with appropriate internal controls, segregation of duties, and financial accountability.
  • Assist in preparing department and division budgets including Other Entity funds.
  • Evaluate, appropriately document and manage the performance of staff in coordination.
  • Oversee Accounting Division's professional, technical, and clerical staff.
  • Establish goals and objectives for the division through strategic planning and establish quantifiable benchmarks for completion of tasks.
  • Prepare request for proposals and/or formal bid specification packets for required accounting, auditing and compliance services.
  • Prepare regular and special statistical financial reports.
  • Work with various staff members to provide excellent internal and external customer service as well as completion of tasks and projects needed.
  • Establish good business practices including the separation of duties for security purposes, maintaining confidential information and use good judgment in making decisions relating to customer service and employee issues.

Other Job Functions

  • Make presentations and provide guidance and information to executive staff and City Council.
  • Performs other duties as assigned.

Knowledge, Skills & Abilities

Required:

  • Must possess strong leadership and management skills. Must establish and maintain effective working relationships. Work effectively both independently and as a team member. Must possess excellent communication skills. Must understand, interpret and explain policy, statutes, and ordinances. Exercise exceptional problem solving and conflict resolution skills and exercise excellent professional judgment. Must have knowledge of general office procedures and practices. Proficient skills with computers, software and systems. Maintain absolute confidentiality of qualified information provided to the City or gained from audits.

Preferred:

  • Public sector experience preferred. Creativity and the ability to remain flexible in a changing environment.

Licenses or Certifications

Must possess a valid driver's license. Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) preferred.

Education

A Bachelors Degree (BA,BS, BBA) in Finance, Accounting, Business or Public Administration is required.

Work Experience

Directly Related:

  • Minimum of five (5) years of progressive experience relevant to the essential job functions with three (3) years supervisory experience required.

Preferred:

  • Masters preferred. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis. Public sector experience preferred.

Level of Physical Effort

Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

Hazards

Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident.

Physical Working Environment

Exposure to routine office noise and equipment.
